A baseline allotment is the amount of energy you can use at the lowest price point. If you have a tiered rate program, the first and lowest priced tier is called your Baseline Allowance. Some Time-of-Use customers will find a baseline credit for the usage that falls within the baseline allotment. Finally, some rate programs do not have a baseline allotment at all and pricing is based strictly on the times at which energy is used.
Your baseline allotment is based on where you live, your heating source, and the season-summer or winter.
Energy used within your Baseline Allowance is billed at the lowest price and energy used above the Baseline Allowance is billed at a higher price.
