The money collected through the FFS is paid to municipalities for the purpose of supporting vital local services. PG&E acts as a collection agent for this fee. Customers who receive their electric supply from a third-party provider are billed a franchise fee surcharge (FFS) as a separate line item whereas customers who receive their electric supply from PG&E have the FFS built into their bundled generation rate.
