During a Public Safety Power Shutoff (PSPS), power is turned off to particular lines that may experience gusty winds and dry conditions and restored when the wind conditions have stopped and we have inspected the affected lines. Rotating block outages are implemented when there is not enough power generation to meet demand and can be done geographically, as required by CAISO.
